Changed parsing LUA to library function and disabled parcook by default

Defdmn works by default with sz4 and might not work properly under sz3.

Daemon receives automatic updates from parhub via zmq.

Daemon connects to other parhubs when they are specified in szarp.cfg (tag :available_parhubs).

Also added small fix to rng schema and custom daemon timer configuration in params.xml (sec_period and usec_period).

New commands: list_reports, get_report and report_subscribe

with API very similar to pyszbase but nicer (no globals), there
is a Sz4 object that user interacts with. there also should be
possible for one process to use libpysz4 and libpyszbase

IPKContainer: change interface so that one create an instance of that class

*Fixed count type probes shift - changed the argument in GetData

fallback on ZMQ_HWM if ZMQ_SNDHWM is not defined

If the flag is_meter is set to "1", parcook will not calculate average (sz4 remains unchanged).

Will need some updating when sz4 kicks in for good

+ error is treated as fatal for optimizer
