- enable boruta to save parcook value as NO_DATA for set value

+ on bookworm kamsdmn stopped restarting properly: somewhere after printing "RESTART" kamsdmn got stuck waiting for events that didn't came
+ this is a cleanup according to most recent libevent bufferevent manual - some of these changes or all of them fixed the issue above
+ removed initializing the socket manually - libevent will set nonblocking mode by itself and REUSEADDR is useful only for listening on sockets
+ removed PERSISTENT flag which doesn't do anything with bufferevents
+ removed deferring as it may delay deleting the bufferevent and closing the underlying socket - potentially causing problems
+ kamsdmn: don't print m_id twice

+ documentation generators use SGML standard which doesn't support UTF

+ this also ommits testdmn but it's not very important and we get a simpler condition this way

+ added Jacek Garwacki to both lists

+ so even with a long freq we will get data after restart as soon as possible

+ normal operation logs now only in higher debug modes
+ less 0-broadcast logs
